Can a man be sued if he promised to father a child and then much later turns out he never meant it?

If over a year later I find out he had a visectomy after having unprotected bec he promised to father a child together, then after confessing he had a visectomy bec i have no fertility problems he swore he had some sperm saved up and now he is making excuses to delay access to them. If it turns out he is lying about the sperm or changes his mind after all this time I have been counting on him for, do i have a case against him?
