Teething Tips Needed!?

My 11 month old son had his two bottom teeth that came in around 9 months of age and has yet to get anymore in but he is very uncomfortable with his gums. I give him Tylenol and Orajel which helps to a certin extent but he is always biting me to help his gums feel better! I give him pacifiers, teething toys, and a wet baby wash rag to chew on and he hates all of them. Anyone have any advice or tips to help my little guy out? I feel bad for telling him "No that hurts, we dont bite" when he isn't doing it to be mean but to make him feel better but I dont want him to think that his behavior is acceptable. Please Help!
