Why some of my radiators heat up when I only start water heating? I have conventional boiler and hot water cyl?

As per Foobix. Once installed a system for a builder . One rad wouldn 't heat up. Eventually discovered that a plasterer had removed rads from tails , not taped them up and dropped plaster into the tail blocking the elbow at the bottom.
