Where in Genesis does it say that God gave mankind free will?

Actually you could expand that to the whole Bible because it does not say anywhere in the Bible that man has a free will. But remember even God does not have a free will. The Bible lists a number of things God can't do. He can't sin, deny Himself, change, lie, etc.
